marks the start of four more years in the white house by taking the oath of office in the second time. >> in a bit of coincidence the first african american president begins his second term on the same day the nation pauses to remember civil rights legend and icon dr. martin luther king jr.. two men, two very different dreams forever linked. it is monday january 21st inauguration day and good morning. thank you for joining fox 5 special coverage. i'm allison seymour. >> i'm tony perkins. we are broadcasting from our temporary fox 5 studios high atop the canadian embassy. it's a beautiful building and a beautiful view. we are blocks from where all the accident gets underway. we will bring it all to you live all morning long as

we mentioned earlier. this is president obama's 4th oath of office. he took his third yesterday. we'll show you a little bit of that. >> chief justice john roberts administered the oath. the president has two swearing in ceremonies because inauguration day fell yesterday. he had two of the first time around because he and justice roberts flood their lines during the public ceremony. >> vice president joe biden was also sworn in yesterday morning just as he administered his oath at the naval observatory. >> today's oaths will take place just before the noon hour. there's plenty happening before then. we have crews all around

town covering every facet of today's celebration from the swearing in to the crowds, to the parade to the pictures you are sharing online. we're going to check in with all of them in a few minutes. >> we know thousands will head down to the national mall. if you haven't left already, you are going to need to know how to dress. it is chilly here. the breeze is blowing . tucker barnes, tell the folks how many layers they are going to need if they are going to head down here. >> maybe you should tell them how many layers you are wearing. think about layers here. very cold to start your day. we should warmup into the low to mid 40s and the bottom will drop out late this afternoon and tonight. after that parade ends later this afternoon. we're going to be in for coldest air around here. so real cold on the move. let's get to your numbers. 33 right now at reagan

national. 32 in annapolis. 30 out at dulles . manassas 30. you might have noticed the sun, comes up at 7:22 right behind tony and allison. a beautiful view. we're going to see the clouds win out. it will be mostly cloudy this afternoon. and that will put a damper on those temperatures. and then into the late afternoon, this arctic front will come hard charging down through the area. could bring us a snow hour. and the real cold here to stay for the remainder of the week. 45 today for a brief period of time. could be a late day snow shower. winds out of the south will be shifting at about 15 to 20 miles per hour. that's a look at weather, tony and allison, back to you guys. >> thank you so much. you know how to dress. now, you need to know how to get here.

>> that's right. karen gray houston is keeping track what's happening with metro. she's near the gallery place station with more on your commute downtown. hey, karen. >> reporter: hi , tony and allison. metro is definitely the way to go. we are at the yellow line gallery street stop. if you can take a look, we're seeing a lot of people getting off that line and walking to the mall. they are avoiding the streets to clear the way for the parade later. the national guard has humvees over here to keep the traffic away in chinatown. short time ago we ran into girl scouts who were headed to the inauguration. >> we're helping out with the inauguration. >> how are you helping? >> i don't know. we're at the

parade route. >> does anybody know what you are doing? >> we won't know until we get there exactly what we're doing. we know we have a zone and working the parade route but don't know what we're doing yet. >> are you warm enough? >> yeah. >> not that cold out here? >> we just got off the metro. >> are you going to walk to the mall? >> i guess so. >> you guys get a plan. >> reporter: by the way, metro is open until 2:00 tomorrow morning. it opened early today around 4:00 a.m. peak fairs are from 4 to 9 a.m. normal weekday parking rates are in affect. if you are leaving your car, parking fees will be charged when you exit. three metro stations are going to be closed during the activities today. archives, mount vernon square

and smithsonian. all closed today. and one thing you may have noticed, very visible police presence, 150 police officers from out of town were deputized yesterday. they are going to be helping out the metro transit police. live at gallery place, karen gray houston, fox 5 news, back to tony and allison. >> thank you so much. >> all right. now we want to check in with julie wright. she has the latest road closures and the situation with the parking lots. >> good morning. this is a live picture from the crew in sky fox over the greenbelt metro. strongly encouraging everyone to take metro. this lot about 40, 45% full. that's what we're noticing. the crew

was over the new carrollton stop. a lot of folks are taking metro. but it's going to be difficult for you to get a parking. get there now because we want you to get a place to park. so again, a lot of people making their way into that stop at this time. all right, downtown, a number of our streets across the mall remain closed off at this time. this happens to be the camera shot at 7th and e. there are police out there to help direct traffic but the buses are helping drop off folks. that's going to be what we're finding downtown. 14th street bridge, traffic being diverted. still open but either to the white hurts freeway or pennsylvania avenue. that's a check of your fox 5 on time traffic. >> thanks, julie. of course, the focal point will be the

capitol building, that's where the ceremonies will take place. the swearing in of the president and vice president and the like. >> tom is there and he has a front row seat to history. >> reporter: good morning. i'm not sure if i'm quite front row. we're at the top of a very cold riser this morning. but a collective cheer went up among the folks this morning as we saw that first beautiful sunrise as we start to peak over the capitol. it is a stunning site no matter how many times you look at the capitol building. almost like a giant national birthday cake is quite a scene. we'll show you exactly what's been going on. the finishing touches they've been working on. only about two hours ago they started setting up the final amount of chairs. that red curtain you see there leads into an area of the capitol known as

the crip. that is the door where where all the dignataries will be coming out. president obama will not southbound to step through until 11:20 and down to the wider area. each and every one of those chairs you see there has been affixed with a placard that will correspond to a dignitary. we spoke briefly with new freshman senator gym kerry. he is going to be amongst the crowd with his wife. none of these chairs were here two hours only. only started putting them out at about 5:00 this morning. probably because they wanted to make sure any weather concerns did not cause

any problems as far as getting all that out. you can see the staff is businessly making their way around this area trying to make sure everything corresponds to where it is supposed to be. there's one thing about this inauguration it is timed to the second and everything you see here today is not going to be an accident. inaugurals are preplanned weeks and months in advance. we are going to see the execution today for a plan in the works for many, many weeks over the past couple months. send it back to you tony and allison. >> thank you very much. >> really in some respects this day is starting off pretty routine for the first family, they are waking up in the white house and already learned the ins and outs of living in the executive mansion now for the past four years. >> in a little while, the special events will begin. the first time we will see the first

family will be as they emerge from the white house. >> sarah simmons has our coverage from that vantage point and she joins us now overlooking the parade reviewing stand at lafayette park. sarah, good morning. >> reporter: good morning, tony and allison. definitely a chilly start to the day. we've seen officers gathering security getting ready for the events that will happen today. some of the cleaning crews are out here wiping off the glass here at the reviewing stand. under a couple hours from now the first family will emerge and leave the white house and head just around the corner from here diagonal or right across from lafayette square to saint john's church where that will attend a worship service there. very big tradition and also worship there

on inauguration day. george w bush as well. somewhat of a tradition that started back many, many years ago. after that they will proceed back here to the white house. scheduled to be a tea with the joint congressional committee. after that, they will head to the capitol. the first lady along with the president and families will be going up to the capitol. they will be seated right before the swearing in ceremony which is expected to happen before noon. tom will be covering that for us up there. that's the latest here so far. check back in with you in a little bit. >> great shot, sarah. looks good. thank you very much . >> thousands of people have began lining both sides of pennsylvania avenue. they are ready to watch the president walk from the capitol back to the white house. >> coming up, i don't know if he's going to walk but we'll find out later on.

sky fox giving us a live look over the nation's capitol today. hundreds of thousands of people are making their way down to the national mall for today's swearing in ceremony. hundreds of thousands fewer than four years ago. dc official lowered the estimated turn out. they expect between 500 and 700,000 folks down from 1.8 million back in 2009. and welcome back to our special fox 5 inauguration coverage. i'm allison seymour along with tony perkins.

we're happy to be here live atop the canadian embassy. we have a front row seat of the capitol dome right behind our shot here as the sun begins to come up. it is this way now and folks will be there witnessing history. plenty of partying later tonight. tradition is we get out the long gowns and we party a little later. president obama and vice president biden kicked off the fun early. they attended a reception last night at the national building museum. both men talked about their inspiration for a better future this term. >> in the weeks and months ahead, we're going to reduce gun violence here in america. we're going to pass comprehensive immigration reform and put this nation's economy on a sustainable path to the future.

later tonight. 33 in washington. 80 in buffalo. let's take a spin around the rest of the country. international falls right now. that's their air temperature. minus 22. there's arctic air lurking there. that boundary is headed in our direction. we're not talking about negative numbers but noticeably colder temperatures later tonight. kind of a partly sunny day. our temperatures will top out around the noon hour and late this afternoon, maybe a few snow showers the winds will pick up and the temperatures will tumble later this evening. there's your 7 day forecast. highs tomorrow in the 20s. 30s on wednesday. wintery mix by friday even into the weekend. coldest air in two years on the way. that's weather. let's do traffic. julie wright she's got the traffic.

julie, hey. >> you are right. we have traffic. we have a lot of pedestrian traffic today. that's what we're noticing here. this is 7th and e street. a lot of the buses dumping off the pedestrians out towards their spots trying to find a nice spot for the parade chltd downtown, a lot of pedestrian traffic. folks lining up at 7th and e but along 13th street and d street. coming across the 14th street bridge you are denied access. you will be forced over to the freeway. 66 open for business but you'll be diverted over to the white hurts freeway. again, the live shot it's important to know the memorial bridge is only available to authorized personnel and pedestrian traffic only. that's a check of your fox 5 on time traffic. >> thank you. it is 7:20 now. it's a monday morning and coming up later, i'm around to read the

tease. >> if you are not going to stand out on the mall, perhaps you are lining the inaugural parade out. >> we will show you a map. it begins with the presidential motor cade leaving the capitol grounds and turns on to pennsylvania avenue. downs pennsylvania before turning at 15th street to head up to the part that runs in front of the white house. the parade is set to begin at 2:40 this afternoon when president obama, the first lady, depart from the capitol. >> wisdom martin is on the national mall where some people are starting to gather. >> good morning to you. people are definitely starting to gather as the day progresses. more and more people are coming

down here in spite of the cold. i found three people, gwen, diane and evelyn. i got it now. they are all from mississippi. first time coming to inauguration. tell us why you decided to come out. >> we wanted to support our president and our country. we're happy and excited to be here. >> looks like you are dressed for the party as well. >> yes. >> tell me why you decided to come out. >> this might be my first and my last time. it might be my last time. i wanted to make this a historic time in my life. >> i'm just glad to be here. >> so look, you didn't come last time. last time it was cold. how did you get ready to come here for this big day? >> oh, goodness. i had to actually stop my mom.

cold front arrives this afternoon. the arctic air and a few snow showers will start to move in. that doesn't arrive until later this evening. much of the day today will feature temperatures in the low to mid 40s. 33 at reagan national. most of the area has dipped below the freezing mark. leonard town is 32 degrees and 27 as well martinsburg. a bit of a southerly wind here up ahead our next front. should warm it up to the low to mid 40s. and arctic front off to the north and west. when it arrives later this afternoon, we're going to cloud up. we'll see clouds this afternoon. could there be a snow shower? yeah there could. winds out of the north and wind gusting to 25 miles per hour. and the cold will be here to stay.

very frigid temperatures on the way starting by late tonight and early tomorrow. partly sunny. afternoon snow shower not out of the realm. out of the north and west later tonight. 24 the overnight low to the city. lots of teens tomorrow morning. dangerous windchills around here as well. very cold and windy overnight after the possibility of early snow showers. 27 tomorrow with breezy conditions. won't actually ever feel like 27. 30 on wednesday. 33 on thursday. and possibility of wintery mix. might be snow on friday. arctic air sticks around through next weekend. that's weather, let's do traffic from julie wright. >> traffic and headed out towards the inauguration and how you can get there in a timely fashion, it's taking metro. this happens to be the vienna metro. and we're noticing a long line of traffic trying to maneuver their way into the

metro parking area. and that's what we're noticing. about 70% of the stations at the end of the line are already full. so plan your trip accordingly headed downtown. you need to get to a parking spot now. be patient and make your way over to the closest spot. this happens to be a live shot at vienna. 89,000 people are already entered into the system. let's pop up the cameras and show you what else is out here. 66 across the bridge. traffic is being diverted over to pennsylvania avenue. 14th street bridge open. 9th, 12th and 3rd street tunnels remain closed. hov restrictions lifted with the exception of root 50. that's a check of your fox 5 on time traffic. tony and allison back to you. >> all right, julie, thank you very much. >> when president obama takes the oath of office today, he will have his hand on a bible

with special significance. >> it is the one abraham lincoln took the oath on. and he used it in his last inauguration. he will also use a bible that belonged to dr. martin luther king jr.. >> the president has invited several special guests to attend today's ceremony includes merley evers williams. she is the widow of medgar evers. the first lay woman to give an invocation at a presidential inauguration. >> also attending the ceremonies will be richard blanco. the first hispanic and openly gay person to deliver the poem. center around the idea of the american experience. >> and the reverend lewis leon

will deliver the benediction. this is the pastor's second appearance at a presidential inauguration. he's delivered the invocation at george bush's ceremony back in 2005. >> all right. spectators at the event should prepare for tight security. more than 2,000 officers will be in dc today making sure everything goes smoothly. some are going to work with metro transit police. but most will be with dc police. protestors are expected at various spots along the parade route. a small group of anti-abortion demonstrators picketed at the white house yesterday. still ahead at 7:00, we are sharing your pictures and your thoughts from today's swearing in ceremony. >> at this time of aeroowe at this time in our history we

come in. bow biden. and how can we serve when it comes to faith, the environment and health. and everyone had a message to spread. celebrities like rosario dawson. lots of media people like pierce morgan. everyone wants to be a part of this. >> we've been saying that the numbers as far as everyday americans might not be the same as it was four years ago. but from the perspective of the a listers how are we looking compared to years past? >> it's still the top of the talk. sure oprah is out of town. steven spielberg is busy today but you have power, influential and interesting people who want to come and support barack obama. people are proud to have him as the leader and they want to come out

and show that support from hollywood onward. >> you've looked at this historically over the many many years. and a lot of this started in terms of hollywood coming to washington for the inaugural festivities. i want to ask you a question. there seems to be the feeling or belief that when a democratic president is being inaugurated, you get more celebrities than when a republican president is being inaugurated. is that true? >> it's a different kind of people supporting each of these parties. there were some people who told me if president obama lost that the first week of sun dance would be much better. >> cause all the stars would still be there. >> certainly, you've seen some people say i have to come back from utah and be here for the swearing in.

and west. 12 in chicago. there's very very cold arctic air off to the north and west. that's going to come through with a cold front later this afternoon and tonight. we haven't seen this in a couple years with a big dip in the polar vortex dipping down the lower 48. arctic air has been staying north here. it will get a chance to fly free later tonight. high temperatures in low to mid 40s. we are going to cloud up. that front is going to come through and much colder air moves in tonight along with possibility of snow showers. and let me mention the winds. they will pick up later this afternoon as well. overnight lows back in the 20s. daytime high tomorrow just 27 degrees. 30 on wednesday. maybe a wintery mix around here by friday. get ready for coldest air. all right. that's weather. let's do traffic and

julie wright, what's up? >> a lot of traffic is what we're talking about today and how you can get to downtown. that would be by using metro. metro's orange line, trains are running in 4 minute intervals. it's fast and sufficient and plenty of people to assist you. sky fox is headed over towards the springfield metro stop. and again, we're starting to see people line up as they make their way over and continue into downtown. allow extra time. the end of the line stations are 70% full. let's go on live to our cameras. driving is not an option for you. a lot of streets that are blocked off. buses are dropping off a lot of pedestrians. again, the roosevelt bridge traffic open diverted over to the white hurst freeway. 14th street denied access. instead taken over to

with a symbolic oath of office in fronts of hundreds and thousands of witnesses to history. >> this is a day when politics takes a backseat. and when the white house looks forward to the next four years, we look back at the life of martin luther king jr. whose work and sacrifice helped transform a dream into reality. it is monday january 21st, 2013. inauguration day and dr. martin luther king jr. day. good morning i'm tony perkins. >> and i'm allison seymour. happy you are joining us this morning as we are broadcasting from our temporary studios high atop the canadian embassy on pennsylvania avenue just blocks away from where all the action will get underway not too far from now this afternoon. we will bring it all to you live all morning long. >> as we mentioned earlier, today's oath of office will be a

symbolic gesture as the president took the oath of office yesterday. he's required to by law to it on january 20th. his second term officially began yesterday. there's a look there at the white house yesterday as the president took his oath of office. chief justice john roberts administered the president has two this year because inauguration day fell on a sunday. both he and justice roberts flubed their lines during the public ceremony. >> vice president joe biden was sworn in yesterday. justice sonia administered his oath. and today's oath of office will take place just before noon. but there's plenty happening before then, of course. we have crews covering

every aspect of today's celebration. from the swearing in ceremony, to the crowds, to the pictures you are sharing online. we'll check in with all of our crews across the city for today's wonderful event. we're going to check in with them in a few minutes. >> first, for those of you who are going to head downtown, tucker barnes is standing by with your complete forecast. >> looks cold out there and it is. temperatures in the low to mid 30s. 34 at reagan national. it's going to be a cool day. not terribly cold. if you are going down for the ceremony, temperatures will be in the low 40s. not too bad. get ready, we're going to have real arctic cold moving in later tonight as some of the coldest air moving in. dulles 31 degrees. looking at our sat satellite radar this morning, look fine. decent amount of sunshine. and we should start the day with mostly sunny skies.

on the street on actual h street. you can't see much going on, on 7th street. national guard has that blocked off. a lot of pedestrian traffic. these folks are walking. i'm not sure where the ones going down h street came from. but coming up out of the yellow line, lots of folks getting off the train and walking to the mall. here's the latest we're hearing from metro headquarters. rail station in southwest starting to see heavy crowds. only people with inauguration tickets should be using that stop. also metro's parking lots are starting to fill out. still some spaces at most other lots. they are at about 70% or below capacity. metro says things are running smoothly and they are ready for the crowds. >> i will perform the duties, of

a special deputy united states marshal. >> 150 officers from 15 law enforcement agencies have been deputized to help out. tasked with a big job. >> moving crowds. that's the whole focus of. making sure people move safely from point a to point b. visitors coming in for the first time. make sure they have a safe and pleasant trip. >> metro wanted to avoid what happened in the 2009 inauguration when long lines of cars spilled out on to streets and highways trying to get into metro parking lots because metro charged as cars were going in. >> we're not doing that. we are charging for parking as you exit. and you can pay for that with a credit card or value on smart trip card. >> speaking of smart trip cards, here's important advice. >> the number one tip is get your fair card in advance.

little bit when they depart the white house to attend a church service at saint john's church they went to for the last inauguration. sarah simmons is live. she is at lafayette park at a site overlooking the parade reviewing stand. and more information on what's going to be going on, on that end. hey, sarah. >> reporter: that's right. if you take a look behind me, we're right across the street of the reviewing stand. if you take a look, you can see the very front row and the glass there where they will be reviewing a heated reviewing stand. something they do with every inaugural parade as the floats and bands come through. as you mentioned, they will be leaving the white house within the hour heading over to saint john's church for that worship service. a tradition on inauguration day.

something president obama did last time around as well. and it's something that really was a tradition that started with fdr and four other presidents have decided to make that tradition including president obama on inauguration day. it has a long history of presidents visiting that at some point during their term in oval office. after that, then their schedule indicates back to the white house for tea with a group from the joint congressional committee on inaugural ceremonies. they will head after that to the capitol where they will prepare for the swearing in ceremony. tom fitzgerald will be on that. then back down here to the white house where they will seat in the reviewing stand and review as the parade comes by.

>> we mentioned him earlier. he's going to give the benediction later on. >> let's head over to sarah simmons. that's the moment we were waiting for to kick off today's inauguration. >> reporter: that's right. certainly is. a brief ride. we saw them leaving over here from the white house. a very short ride to go over there to saint john's church. a very strong standing tradition. it's a relatively short service. they will be there the president sitting in his normal seat that is set aside pew 54 for the president and his family. they will be there and then after that, they will move back over to the white house briefly where they will be entertaining folks from the joint congressional committee on the inauguration ceremonies. for now, this is their time to reflect and look

forward on the day, what a ceremony it will be. and a very big day as well. the inauguration day, the public ceremony falling on what is martin luther king jr.. they'll be thinking much about that as well. and reverend lewis leon will also be involved later in the day as well for the public swearing in. he will be giving the benediction during that. heavily involved throughout the

day for the different ceremonies taking place. now the first family inside the church there will head back here in about an hour or so. and they will continue on with the day's festivities and head up to the capitol for the swearing in. >> i believe we're waiting for the vice president to exit the second limo. we want to stay with this picture for a moment until we see joe biden. the profile of the profile has been right front and center dealing with many key issues of the beginning of this new term. so we have seen a lot more, a highly visible joe biden. >> it does beg the question will that continue to be the case through the second term. the president's second term frequently quite different from a first term. also been some indications president obama will be more assertive. there is the vice president and dr. jill biden as they emerge. and they will also head into saint john's. we mentioned the popularity this church with president obama, vice president biden. the bushes, president george w and george hw attending service

here. notably, president clinton broke with that tradition and attended the metropolitan a and e. >> joe biden being greeted by the father there. the crowds that we can hear cheering the vice president on as they enter the church. they should be there for a little over an hour. things rolling right on time, tony. seems to me that limo pulled up. >> they want to keep things on schedule. tom fitzgerald are at the capitol. we begin with the arrival of the president and vice president this morning. >> tony, just a moment, you were talking about the rolls vice president biden played in this administration. it was no accident in 2008 when president obama selected then senator joe

biden to be his running mate. you'll remember it served in the senate for 38 years. at the time he won the democrat national nomination. barack obama only served the united states senate for only two. joe biden is an old hand at what goes on here. and you have seen that played out over and over again over these past four years. the vice president put in charge with republicans on the debt ceiling and brought in most recently for these 24 proposals that have been put forward on the gun control. and the vice president brokered that last minute deal being avoided at the end of the year. when you look at the obama presidency and four years from now when this history is going to be written, vice president joe biden is going to fill a roll in that history that is particular to him and larger than any other

vice president we have seen before. really reinvented the vice president before that, they did not have all that much to do besides check on the health of the president. but really, the modern era now we've seen this change from administration to administration and clearly vice president joe biden at this point has demonstrated the height of that, the political confident and advisor and foot soldier with house republicans here who have said they have major problems with a lot of the things this administration is laying out. >> tom is live right there front row seat for the swearing in ceremony at the capitol. thank you. >> all right. the church service the vice president and

after the swearing in and the luncheon kicking off the parade. there's going to be about 9,000 participants marching in the parade. also about 200 animals. there are horses and dogs. everyone here getting excited for that. luckily, it's not as cold as it was four years ago. seemed to be getting excited and starting to feel the buzz. yesterday, we were able to go out and look at the staging area where they have some of the floats set up. up close look at that. four of the eight inaugural floats. >> the hawaii float has the diamond head volcano on there. >> the other floats honor the quote extraordinary progress we've made in the nation.

another highlights civil rights. >> women's rights, the labor of women. this represents a slew of different ballots we've seen throughout the years. >> the our people, our future float represents the theme of the inauguration. lily of denver is one of the co chairs chosen to ride on it. >> the idea was to have 8 people represent achievements of the first four years of the president and the goals he has for the second four years. >> lily the single mother who works two jobs. her son is able to attend college. >> to be here to witness this is again words don't describe it. we're humbled by the entire experience and honored and humbled by the excitement. >> you see the tuskeegee air float.
